Shannon Finnegan is a learner-centered educator and leader dedicated to reimagining and transforming education through collaboration with students, families, and educators. She holds a B.S. in Social Studies Education from Minnesota State University, Mankato, and an M.A. in International Education from New York University. Her appointment to the Board, made by Gov. Tim Walz and Lt. Gov. Peggy Flanagan, went into effect on February 12, 2025 and expires January 1, 2029.

With over 15 years of experience, Shannon has taught at Mankato West High School, The School for Democracy and Leadership (Brooklyn, NY), and the Hopkins Alternative Program. Additionally, she was the founding educator of The Collaborative Lab School, a partnership between Hopkins Public Schools and Thrive Ed, a nonprofit focused on student-driven education. A lifelong advocate for arts education, Shannon served as Drama Club Advisor and Play Director at both Mankato West and the School for Democracy and Leadership. In 2020, she was recognized as a top ten finalist for Minnesota Teacher of the Year.

In 2023, Shannon co-founded The Loop Consulting Collective, helping schools and organizations disrupt harmful practices, reimagine possibilities, and build pathways to sustainable change. She currently teaches Special Education at Richfield High School.
